There are good reasons for the ultimate team to stay the same.
EA revealed in new SEC filing [PDF] that Ultimate team In the 2021 fiscal year ending in March, revenue of $1.62 billion was realized.

This is equivalent to up to 29% ($5.6B) of EA’s entire net income that year. In fact, spending money on Ultimate Team is EA’s most popular real-time service, and pointed out that “a significant portion” of the $1.62 billion was obtained in FIFA Ultimate Team.
As Niko Partners analyst Daniel Ahmad pointed out, EA’s Ultimate Team revenue has been steadily increasing every fiscal year since 2015, when it was only $587 million.

But EA knows that the government’s interest in regulating or banning loot boxes outright may harm this business, and pointed out that although it is not currently available, it may happen in the future.
Of course, the way the ultimate team works is to sell loot boxes containing football player cards and other items, which players use to build squads and compete online or with AI. Without the loot box, the ultimate team will lose its main form of making money unless EA finds a way to transition from the system.
