Yes, Xbox Live is offline.
Starting at around 5 pm EST today, Xbox Live has been experiencing problems, and many home gamers have come to Twitter to announce their dissatisfaction.
Microsoft is currently investigating this situation and tweeted on its official Xbox support account: "We understand that some users may encounter errors when logging in or making matching productions on Xbox Live and are investigating."
