The turmoil seems to be exacerbated when a player dies on a piece of ammunition during open world events. One player, Dan García, touched on this YouTube showing the theater's leader, Marion Copeland, confiscating their critical plasma weapons after a player died defending him.
Since NPCs are not open to the world they won't die, and players can't steal from other characters' pockets, which means Marion gets to keep his new prize. Bethesda is investigating bug after other players reported similar incidents on Fallout 76 subreddit.
There is something funny about this situation, especially since I publicly robbed every NPC I meet in front of them.
