The famous site VGC has done his investigation and if he’s not sure he may have some answers. In fact, the eShop states that the digital version should weigh around 22 GB for all three games. However, we know that a cartridge can hold up to 32GB, but the website has determined that the compilation eShop page is listed as a a bunch of three separate games

but not available separately. GTA III weighs 2.2 GB, GTA San Andreas weighs 10.8 GB, but GTA Vice City is only 119 MBwhich is very surprising. On the Vice City page, an additional message (which cannot be found on the pages of other games) states: “The estimated system memory required to download this game is 6.5 GB“.

When nobody really knows why Vice City seems to be released differently from the other two games in the compilationIt is clear that it will not weigh the 119MB.
