Shotei in assassin's belief shadows is the former Daimyo of Omi and the man you met on Seta Bridge during the quest “An evening in Otsu” – which you must complete to give you access to it.
As if to find most of the goals in Assassin's Creed Shadows, we give you very vague instructions from where you can find Shotei and Omi is a fairly large region so that find it can take a while if you are not sure where to look.

Assassin's Creed Shadows Shotei Location
During the quest “Against the Koga-Rryu” in Assassin's Creed Shadows, you can Find Shotei in Koga in shimmering fields in the south of the OMI. We have marked the exact location on the map below:
When you arrive in Koga, go up the main path towards the house at the top of the hill facing southeast. Use observation to search for a blue point here, it will mark Shotei for you. It should be seated in the rear hall of the house here at the top of the hill in East Koga.
Once you have opened the sliding door and see Shotei on the ground, you will instantly enter a kinematics with Naee and Yasuke speaking to Shotei. Once you have found Shotei and you started talking to him, you will go to the next part of the quest.
