In Assassin's Creed Shadows, Takahashi Shiro can be found in the southwest corner of Nijo Palace, north of the point of view here. We have marked the location on the map below:
If you stand on the edge of the roof oriented to the north of the tower and look at the bottom, you should see Takahashi Shiro standing on a raised platform at ground level.
We found that the best way to murder Takashi Shiro is to sneak behind him or above him, then the ambush attack. You can get a right murder, or you may have to continue attacking it to drop it (as we did). Even if you should continue to attack it, the assassination attempt will remove part of your health for you. Remember that you can call allies at any time to help you in this fight.
