Liet-Kynes
Note: Villeneuve cast a woman for this role in the 2020 film, so I'll be using feminine pronouns in the description.
Liet-Kynes is a naturalist for the Emperor's Arrakis, and a leading figure in the Fremen. He is part of a multi-year project to build a planet, turning the desert into a desolate wilderness full of water and plant life. Half-Fremen himself (and the mother to Chani), finds himself working with House Atreides to wander as he changes the law from Harkonnen to his own while keeping the Fremen's needs in mind.

He ruled Arrakis with an iron fist, forcing citizens to work for themselves and torture others – sometimes keeping them in line, sometimes for the hell of it.
